Before renovating a heritage-protected Bulgarian house, check both the building-permit requirements and the special Cultural Heritage Act regime. Restrictions may arise from individual designation, a protected ensemble or a buffer zone.
What is protected?
Architectural appearance or the absence of a plaque does not determine status. Obtain the declaration or designation act, boundaries, conservation requirements and relevant archive records. Depending on the act, protection may concern the façade, structure, volume, surroundings or other elements.
Approval before works
Articles 83–84 govern approval of investment projects and proposed interventions in protected areas. Window replacement, façade changes or roof works should not be treated as unrestricted merely because a contractor calls them “routine repairs”. The actual work and protection regime determine the documents and competent procedure.
The proposal should show existing conditions and the intended intervention through the necessary drawings, text and photographs. Oral approval or an opinion concerning a different earlier project does not replace approval of the present works.
Danger does not remove protection
Where damage or collapse threatens, the Act provides for notification and safety measures. This is not blanket permission to demolish. Urgent action must follow the applicable special procedure and be documented.
