Challenging an unlawful Bulgarian condominium meeting decision in time
The statutory 30-day period depends on proper receipt. An objection to the manager is not a substitute for a court challenge or a stay request.

The first owners’ meeting does not depend solely on the developer taking the initiative. Article 12(6) of the Condominium Management Act provides for owners holding at least 20% of the common-part shares to call it within six months after the condominium arises. If it is not called within that period, any owner or holder of a right of use may call it.
Collect ownership and common-share information. Occupant, owner and holder of a right of use are not interchangeable roles for every decision. For buildings with up to three independent units belonging to more than one owner, Article 3 refers management to particular Ownership Act provisions; do not automatically apply the ordinary large-building regime.
Under the general rule, notice is posted in a visible, generally accessible place at least seven days in advance, with the meeting no earlier than the eighth day. Record the date and time of posting. Check additional notification rules for absent persons who supplied a postal or email address. Urgency is not a shortcut used merely for convenience.
The agenda should expressly cover appointments, management, budget and proposed decisions. Distinguish the quorum required to hold the meeting from the majority needed for each resolution. Minutes should record attendance, representation, shares and voting; subsequent notification of the minutes is also part of the procedure.
