The municipality has recorded your land as its own: does that settle title?
A Bulgarian municipal ownership record does not itself create title: checking its basis, deletion from the records and court proceedings.

A municipality does not acquire private land merely because a plan designates a road or another public facility. Compulsory expropriation requires statutory grounds, a separate procedure and prior equivalent compensation under the applicable rules.
The Municipal Property Act links expropriation to a municipal need that cannot be met otherwise and to the prescribed planning act. Identify precisely what is taken and what remains. For partial expropriation, the remainder must satisfy the legal requirements for that type of property; a residual area is not necessarily a usable parcel.
Compensation is not based solely on the owner’s asking price or an advertisement for neighbouring land. Check the use before the expropriation plan, qualifying comparable transactions and lawful improvements included. Technical and valuation evidence may expose missing area, an unsuitable comparable or an incorrect characteristic.
Article 27 provides for an appeal to the administrative court where the property is located within 14 days of notification. Distinguish objections to expropriation itself from objections to the compensation amount. Negotiating the valuation with the municipality is not a reliable way to preserve the appeal period.
Payment, entry into possession and any preliminary enforcement must be examined separately in the file. Not every project letter is a final order, and an appeal does not automatically resolve every question concerning physical entry.
